If you manage a nonprofit or provide community services in a rural or underserved area, you could be eligible for a grant covering the cost of an electric vehicle and EV charging infrastructure. Funding is limited and competitive.

Pacific Power’s Electric Mobility Grant helps Oregon organizations advance electric transportation through EV charging infrastructure, electric vehicles, community outreach, research, and planning.

The current funding round places particular emphasis on the installation of electric vehicle supply equipment, or EVSE, and the purchase of electric vehicles serving underserved communities.

This is a competitive grant: a project can meet the eligibility requirements and still not receive an award. The strongest applications pair a credible technical plan with clear, measurable benefits for Pacific Power customers and the surrounding community.

  • Typical grant range: $25,000–$300,000

  • Formal review: Expected in October

Award size depends on the project scope and available program funding. Larger requests require stronger justification and more substantial supporting documentation.

What Is the Pacific Power Electric Mobility Grant?

The Electric Mobility Grant is an Oregon funding program for projects that study, plan, promote, or deploy electric transportation.

The program is funded through proceeds associated with Oregon’s Clean Fuels Program, which is administered by the Oregon Department of Environmental Quality to reduce the carbon intensity of transportation fuels. Pacific Power aggregates eligible residential EV charging credits and uses proceeds from those credits to support electric mobility projects in the communities it serves.

Previously funded project types have included:

  • Public and community EV charging infrastructure

  • Electric vehicles supporting nonprofit and community services

  • Electric mobility and charging needs assessments

  • Micromobility programs

  • Education and public outreach

  • Transportation access projects in rural and underserved areas

The common thread is not simply electrification. Competitive projects demonstrate how the investment will improve access, reduce barriers, or deliver meaningful community benefits.

Who Is Eligible?

Applicants generally must be an Oregon Pacific Power customer on a nonresidential electric service schedule or formally partnered with a Pacific Power nonresidential customer for the proposed project.

Preference is given to community-focused applicants and projects, including:

  • Nonprofit organizations

  • Cities, counties, and regional governments

  • Tribal and community-serving organizations

  • Rural and frontier communities

  • Multifamily and rental-housing communities

  • Communities experiencing lower incomes

  • Communities of color

  • Coastal communities

  • Areas with limited public charging infrastructure

Commercial organizations may apply, but this is not primarily a routine property-amenity rebate. A commercial project will generally be more competitive when it provides a documented public or community benefit, serves an identified charging gap, or is developed in partnership with a community-serving organization.

What Projects Can Receive Funding?

EV Charging Infrastructure

The grant may support Level 2 and DC fast charging projects that expand access to reliable EV charging.

Potential project environments include:

  • Public parking facilities

  • Community destinations

  • Rural travel corridors

  • Multifamily housing

  • Healthcare and social-service facilities

  • Municipal properties

  • Educational campuses

  • Public-serving commercial destinations

Level 2 chargers must be selected from Pacific Power’s qualified products list. All charging equipment must comply with the program’s applicable technical requirements.

Electric Vehicles

Funding may also support the purchase of new or used electric vehicles or a new electric-vehicle lease.

A strong vehicle request should show how the vehicle advances the applicant’s mission, benefits Pacific Power customers, replaces higher-emission activity, or expands access to essential services.

Planning, Research and Community Programs

Eligible projects are not limited to physical charging installations. Pacific Power also considers electric-mobility needs assessments, research and development, education, outreach, and other projects that promote electric transportation in Oregon.
